Horn blowing fuses

I'm trying to figure out an issue with my horn on my A3.

Relay is working fine and clicks every time.

Key on, engine off, only one horn sounds (high tone), but will blow the fuse if I hold it down.

Engine running, both horns sound at full power.

Is this just a dying horn or is there something else I should be checking?

Disconnect both horns and press the horn on the steering wheel, if the fuse blows, there's a short in the line. If the fuse doesn't blow, then the horns have too much internal resistance causing the issue you're having.
